Minister of Environment, Urbanization, and Climate Change Murat Kurum announced the good news that will excite millions of citizens. Works to determine property rights on 2B lands will be completed by the end of the year.
“5 Million Citizens Will Receive Title Deeds”
Speaking at the 178th anniversary of the General Directorate of Land Registry and Cadastre in Istanbul, Minister Kurum announced, “We are taking a step that 5 million citizens have been excitedly awaiting. We will complete the identification of all areas that have lost their status as forests by the end of the year. We will determine the rightful owners of these areas and grant title deeds to citizens who have been waiting for years.”
Digital Revolution in Title Deed Transactions
Minister Kurum also highlighted the digital transformation in title deed transactions over the past 25 years: “Transactions that once took days to complete are now finished in minutes. All property data is being compiled in digital archives. By the end of the year, we will have transferred 80% of transactions to the digital environment.”
Unregistered Areas Will Also Be Integrated into the Economy
Efforts to integrate unregistered lands—that is, lands without official records—into the economy have also been accelerated nationwide.
The authority stated, “We will identify 14,000 square kilometers of land over the next three months. This is three times the size of Istanbul. We will use this land for agriculture, tourism, industry, and urban transformation. We will help balance housing and rental prices.”
Three-Dimensional City Models Are on the Way
Minister Kurum emphasized that the “Three-Dimensional City Models Project” marks the beginning of a new era in urban planning in Turkey: “Every street, every building, and even every apartment is being modeled in three dimensions. Property information, area measurements, and independent units will be collected in a single system. This system will greatly facilitate urban renewal and disaster management.”

Minister Kurum stated that they will carry out urban transformation projects in all provinces, particularly Istanbul, in collaboration with municipalities, and concluded his remarks as follows: “We will work together to resolve all issues, from zoning plans to property disputes, from 2B lands to unregistered areas. We will deliver the rights that our citizens have been waiting for.”
